Create a configurable script for benchmarking TVB Simulator / Models/ Parameters

The purpose for this task is a large one:

• offer possibility to define valid intervals for model parameter values (e.g. in what range NaN are not produced)
• allow possibility to benchmark in how much time TVB runs with particular parameters
• test that a new contributed model fits well in TVB
  etc
