BOLD ROI monitor is not working for conn with subcortical regions

One user complained about the problem in version 1.5 of TVB:

The bug reproduces also in TVB v 2.3, when a Conn with subcortical regions is used, then surface simulations are done with it, and BOLD ROI monitor is chosen.

The fix came from NFS project and is done here:
https://github.com/the-virtual-brain/tvb-root/pull/419
The fix will be usable in the next release of TVB.
