Postgres error after migration at 2nd startup

There is an error message at the 2nd startup. It is something related to alembic migration. See stacktrace file.
This happens only when you use Postgres, start clean, and open TVB for the second time.
If you migrate from 1.5.8 or 2.1 it works well.
