Unit-test in branch tvb-rest are much worse than in master

1. Library tests are stopped when running in Docker.

2. Framework tests discovery fails due to duplicate finding of DummyDataType2Index

3. Tests in tvb.tests.framework.adapters are failing after recent changes regarding ViewModel

In the end, before we can merge, we should have all the tests which are successful in master, run successfully also in tvb-rest branch
