Investigate why is Sphinx installed in tvb-debian8 tvb-run env and not reported by the licensing tool

tvb-run env in Anaconda on machine tvb-builddebian8 has Sphing 1.3.1 installed.
packages_accepted.xml does not have an entry for sphinx, as we do not expect to distribute it, but in the package distribution we can see Sphinx in site-packages.
To be investigated why the licensing reporting tool does not report it, and if Sphinx is really needed as part of this env.
