Rate models' state variables must be >= 0

      Description

      Especially when using stochastic integration methods, care must be taken that the firing rate models must never provide negative values.

      We currently have state variable ranges, but these are more like soft limits, whereas firing rate greater than zero is a hard limit because there is no possible interpretation of a rate less than zero.

      Models should then define hard limits where applicable which are applied by the integration scheme after the step has been taken.
